You can get most documents attested without flying home. The home country step is done by post, courier or a representative, and the UAE embassy and MOFA steps are applied for online from the UAE, often with a courier collecting your original abroad. Only steps that need your own signature need you there.
Why you usually do not need to travel
Three rules make a trip home unnecessary for most people:
- Anyone can apply for you. MOFA's official FAQ says anyone can submit an attestation application on behalf of the document owner.
- MOFA works online. MOFA's customer centres are closed. Applications go through the MOFA website or app with UAE PASS, which you can use from Dubai.
- The embassy step is often digital. For many countries, including the UK, the USA and India, the UAE embassy step is applied for on the MOFA portal. An approved provider collects the original in the issuing country, and you receive the document by email attested by both the embassy and MOFA. The original comes back by courier.
The part that still happens in your home country is the first step: the notary, the education or home department, and the foreign ministry.
The three ways to handle the home country step
| Option | How it works | Good for |
|---|---|---|
| Post or courier the original yourself | You send the document to the foreign ministry or its approved service, with a return envelope or courier | Countries with clear postal services, such as the UK and USA |
| A family member or friend at home | They submit at the ministry or service centre for you | Countries that take documents over the counter from a representative |
| An attestation service | The service collects the original, handles each office and couriers it back | Several documents, tight deadlines, unfamiliar systems |
By post: examples
- UK. The FCDO legalises documents sent by post. The standard paper service takes up to 25 working days; the e-Apostille takes up to 2 working days. Copies, qualification certificates and powers of attorney must first be certified by a UK solicitor or notary. See UK certificate attestation.
- USA. The US Department of State authenticates documents sent by mail with form DS-4194, in about 5 weeks. State-issued documents need the state Secretary of State first. See USA certificate attestation.
- Canada. Global Affairs Canada authenticates documents before the UAE Embassy in Ottawa. See Canada certificate attestation.
Through a representative: example
- India. The Ministry of External Affairs does not take documents from individuals over the counter. They go through its outsourced service providers, after the state step (HRD for education, Home Department for personal documents). A family member or agent in India can do this for you. The Embassy of India in Abu Dhabi and the Consulate in Dubai attest Indian certificates only after the state and MEA steps. See India certificate attestation.
Step by step from Dubai
- Photograph each document, front and back, and check it is the original, not laminated, and in Arabic or English or ready for translation.
- Confirm the chain for the issuing country on attestation by country.
- Arrange the home country step by post, a representative or a service.
- Apply for the UAE embassy step on the MOFA portal with UAE PASS, choosing the issuing country. See MOFA attestation online.
- Hand over the original to the approved courier in the issuing country.
- Receive the digital attestation by email, usually 2 to 3 working days after the embassy receives it, and the original by courier.
- Check the stamp on verify.mofa.gov.ae with the reference number and issue date.
For countries where the embassy step is still on paper, the document comes to the UAE after the embassy stamp, and MOFA is then applied for online. The embassy side is explained on embassy attestation in the UAE.
What still needs you in person?
Some steps cannot be done by someone else:
- Signing before a notary. A power of attorney, affidavit or declaration must be signed by you. If you are in the UAE, sign it here instead: the Dubai Courts online notary works with a valid Emirates ID. See power of attorney online in Dubai.
- Fingerprints. Police certificates sometimes need fingerprints, which only you can give. Ask the issuing police whether they accept fingerprints taken outside the country.
- Requesting a replacement. Some registries and universities only issue a new copy to the person named or with signed consent.
- Certifying copies. A copy of a passport or certificate is certified by a notary or solicitor who sees the original. In Dubai this is the certified true copy service.
Tips to avoid losing originals
- Use a tracked courier both ways and keep the tracking numbers.
- Scan every page, including the back, before the document leaves you.
- Send a covering note listing each document and the service you want.
- Do not send documents to anyone who asks for a fee in a ministry's name outside its official channels. South Africa's DIRCO, for example, warns that people charging in its name are scammers.
