MOE attestation

MOE attestation is the Ministry of Education stamp on a school certificate. UAE school certificates are attested digitally and then by MOFA; certificates from abroad are attested at home and then go to MOE for equivalency.

MOE attestation is the UAE Ministry of Education confirming a school certificate. A certificate from a UAE school is attested digitally through Emirates Schools Establishment and then by MOFA; a school certificate from abroad is attested in its home country and at the UAE embassy, and MOE then decides its equivalency. University degrees are no longer an MOE matter: they go to MoHESR.

Price: MOFA attestation of a UAE-issued personal document starts from AED 250 plus VAT, all official fees included, usually in 2 to 3 working days. For certificates from abroad, send a copy on WhatsApp and you get the total price, all official fees included, before any work starts. See attestation fees.

Which MOE attestation do you need?

Your certificate Where it will be used Route
UAE school certificate Abroad Emirates Schools Establishment digital attestation, then MOFA, then the destination country's embassy if required
UAE school certificate In the UAE Emirates Schools Establishment digital attestation, then MOFA if the receiving office asks for it
School certificate from abroad In the UAE Home education authority and foreign ministry, UAE embassy, MOFA, then MOE equivalency
University degree from abroad In the UAE Home chain, UAE embassy, MOFA, Dataflow, then MoHESR recognition

If you hold a degree rather than a school certificate, see equivalency certificate for the MoHESR route.

MOE certificate attestation for UAE school certificates

UAE public school certificates are issued digitally through Emirates Schools Establishment, and the Ministry of Education attests them at that stage. MOFA's FAQ lists these steps:

Step Who stamps it
Certificate attestation Emirates Schools Establishment
Hard copy Emirates Schools Establishment
MOFA attestation MOFA
Embassy attestation Listed in the same MOFA FAQ

Every official fee and the courier are included in the total price you get before any work starts.

For a Dubai private school, the transfer certificate is handled by KHDA through the school. See KHDA attestation.

Step by step for a UAE school certificate going abroad

  1. Get the digital certificate from Emirates Schools Establishment, attested by the Ministry of Education.
  2. Check the file. MOFA's digital route accepts only the original digital PDF with a verification feature such as a QR code. Scans and photos are refused.
  3. Apply for MOFA attestation online with UAE PASS, choosing the destination country. The country cannot be changed after you submit.
  4. Embassy step. If the destination country asks for it, the document then goes to that country's embassy or consulate in the UAE.
  5. Use and verify. The receiving school can check the MOFA stamp at verify.mofa.gov.ae with the reference number and date.

The full process for outgoing papers is on UAE documents for use abroad.

Ministry of Education attestation for certificates from abroad

A school certificate from another country, such as a Grade 12 certificate, A levels or a high school diploma, is not attested by MOE first. It follows the home chain:

  1. Home education authority, where the country requires one.
  2. Home foreign ministry, which issues the apostille or authentication.
  3. UAE embassy in that country, digital for many countries, which includes the MOFA attestation.
  4. MOFA, where the digital embassy route does not already cover it. See MOFA attestation.
  5. MOE equivalency, once the certificate is attested. See MOE equivalency in the UAE. A certificate not in Arabic or English needs a legal translation.

Documents you need

  • The original school certificate, not laminated
  • The final transcript or mark sheet if the school or MOE asks for it
  • Passport copy of the student
  • Emirates ID or residence details where available
  • A legal translation for languages other than Arabic and English

Common problems and how to avoid them

  • Laminated certificates. MOFA does not accept them. Ask the school for a new original.
  • Wrong ministry. Degree holders often apply to MOE when recognition now sits with MoHESR.
  • Photo of a certificate instead of the digital original. The digital route needs the original PDF with its QR code.
  • Late start before school admission. Attestation from abroad can take weeks. See attestation for school admission.

A US high school equivalency diploma has its own route: see GED certificate attestation in the UAE.

How we help

We check which MOE route applies, collect the certificate, file the MOFA application and follow up until it is attested. For certificates from abroad we run the home country chain and prepare the equivalency file. The ministries issue the stamps; we make sure your papers reach them complete and in the right order.

Questions people ask

What is MOE attestation?

It is the UAE Ministry of Education confirming a school certificate. For a certificate from a UAE school it is the first stamp before MOFA. For a certificate from abroad, MOE is where equivalency is decided after the certificate has been attested in its home country.

How much does MOE certificate attestation cost?

Send a photo on WhatsApp and you get one total price, all official fees included, before any work starts.

Does MOE attest university degrees?

Not any more for recognition. Foreign higher education qualifications are recognised by the Ministry of Higher Education and Scientific Research (MoHESR). MOE keeps school certificates up to Grade 12.

Can I get MOE attestation online?

Yes. UAE school certificates are issued and attested digitally through Emirates Schools Establishment, and MOFA attestation is applied for online with UAE PASS. You do not need to visit a counter.

Do certificates from abroad need MOE attestation?

They need to be attested by the issuing country's education authority and the UAE chain, and then MOE handles equivalency. A certificate that is not in Arabic or English also needs a legal translation.

How long does MOE attestation take?

The MOFA stage for a UAE document usually takes 2 to 3 working days with us. Equivalency for a certificate from abroad depends on the file, so start well before the school or visa deadline.
