Luxembourg certificate attestation is the chain that lets a diploma, civil status record or company document from the Grand Duchy be used in Dubai, Abu Dhabi or Sharjah. Luxembourg has no UAE embassy, so the work runs through two capitals: the Luxembourg foreign ministry legalises the document, and the UAE Embassy in Brussels attests it digitally together with MOFA attestation.

Legal certification, not apostille
Luxembourg's legalisation department, part of the Ministry of Foreign and European Affairs, issues two different stamps. An apostille is for countries in the Hague Convention. A legal certification is for countries that are neither in the EU nor in the Convention, and the UAE is one of them. Asking for the wrong one is the most common reason a Luxembourg file stalls, so we name the destination country on every request.
The ministry lists about three working days of processing. Online requests through MyGuichet.lu are dealt with first.
Who can sign a document that Luxembourg will legalise
The ministry only certifies signatures or seals from three groups:
- a Luxembourg civil servant authorised to sign, for example on a civil status record or a school document
- a notary established in Luxembourg, for powers of attorney, deeds and company documents
- a sworn translator working in Luxembourg
A document signed by anyone else, including a private employer, first needs a notary. Only documents issued in Luxembourg qualify.
The route in order
- Signature by an eligible official. Commune, school authority, notary or sworn translator, depending on the document.
- Luxembourg legal certification. Applied for online, at the counter, or by post.
- MOFA portal application. We choose Luxembourg as the country of issue and pay the UAE fees online with UAE PASS.
- Courier to Brussels. A MOFA approved courier collects the original.
- UAE Embassy Brussels with UAE MOFA. One digital attestation from both, sent by email, with the original returned by courier.
Documents and their first step
| Document | First step in Luxembourg | UAE step |

| University diploma | Education authority, then legalisation | Brussels embassy with MOFA |
| Birth or marriage certificate | Commune (original only) | Brussels embassy with MOFA |
| Power of attorney | Luxembourg notary | Brussels embassy with MOFA |
| RCS extract | Electronic, MyGuichet.lu only | Brussels embassy with MOFA, commercial fee |
| Articles of association | Notary | Attested separately from the memorandum |
Company files
A Luxembourg company opening a UAE branch or bank account may need several documents attested. Electronic documents such as Trade and Companies Register extracts can only be legalised electronically now; paper printouts are refused. A power of attorney with commercial content is treated as a commercial document by the UAE embassy, which changes the UAE fee. See company documents attestation for the UAE side.
Language
Many Luxembourg records are in French or German. MOFA accepts Arabic or English, or a legally certified translation, so plan for one. A translation by a Luxembourg sworn translator can itself be legalised; otherwise we use a licensed legal translator in Dubai.
Living in the UAE already?
You can stay where you are. MOFA lets anyone apply for you, and the original travels by courier. The process at the Brussels embassy is the same one Belgian documents use, described on Belgium certificate attestation. For a degree used in a work permit, see degree certificate attestation.
