"MOHRE attestation" is a common search, but MOHRE does not stamp certificates the way MOFA does. MOHRE, the Ministry of Human Resources and Emiratisation, issues work permits and records labour contracts. When people say MOHRE attestation, they usually mean one of two jobs: attesting a document that MOHRE needs, or attesting a UAE employment document for use in another country.

Meaning 1: documents MOHRE needs from you
The most common case is the degree for a skilled work permit. The work permit guidelines ask for an attested educational certificate for skilled job categories. Certificates issued in the UAE are excluded from this requirement.
A degree from abroad is attested in this order:
- Home country steps. Usually the education authority or a notary, then the foreign ministry.
- UAE embassy in that country.
- MOFA in the UAE. For several countries the embassy and MOFA steps are now done together digitally.
- Your employer or PRO adds the attested degree to the MOHRE work permit file.

Meaning 2: UAE employment documents for use abroad
UAE residents moving abroad, applying for a visa elsewhere or registering with a professional body often need their UAE work papers attested. Common documents:
- Experience certificate from your UAE employer. See experience certificate attestation.
- Salary certificate for a visa, bank loan or sponsorship abroad. See salary certificate attestation.
- Labour contract recorded with MOHRE.
The usual route for an employer letter is the chamber of commerce of the employer's emirate, then MOFA, then the destination country's embassy in the UAE if that country asks for it. In Abu Dhabi, the chamber certifies salary and experience letters only after a statement from the Ministry of Labour is provided.
For a labour contract, ask the receiving office what it accepts. Some accept the contract with MOFA and embassy attestation. Others prefer an employer letter attested by the chamber. We check before anything is submitted, so you do not attest the wrong paper.

Common mistakes
- Starting with MOHRE. MOHRE will not attest your degree. The attestation chain comes first.
- Apostille only. The UAE is not in the Apostille Convention, so a foreign degree still needs the UAE embassy and MOFA steps.
- Unsigned or unstamped employer letters. The chamber needs an authorised signatory and the company stamp.
- Old salary letters. Banks and consulates often want a recent one.
- Laminated originals. They cannot be attested.
