DataFlow verification and MOFA attestation answer different questions. Attestation is a chain of official stamps, ending with MOFA, that makes a foreign document valid in the UAE. DataFlow is a report confirming with your university that the qualification is genuine. Visas and work permits want attestation, recognition and licences want DataFlow, and one rarely replaces the other.
People mix them up because both are "checks" on the same certificate, and some forms simply say "verified degree". This article helps you read what the office actually wants. The process for each is on Dataflow verification and MOFA attestation.
What does each one prove?
| MOFA attestation | DataFlow verification | |
|---|---|---|
| What it is | Stamps by the issuing country, the UAE embassy and MOFA | A primary source verification report |
| What it proves | The signatures and stamps on the document are official | The university or issuer confirms the qualification, your name and your dates |
| Who does it | Home authorities, the UAE embassy, then MOFA | DataFlow, contacting the issuer directly |
| Where the result lives | On the document, or on the last page of a digital PDF | In a report sent to the authority that requested it |
| Official cost | Home country, embassy and MOFA fees, included in our total price | Shown at checkout, varies by country and document |
| How you check it | verify.mofa.gov.ae with the reference number and issue date | Through DataFlow and the requesting authority |
In plain words: attestation says "these stamps are real". DataFlow says "this person really earned this degree". A forged degree can sometimes collect real-looking stamps, which is why some authorities want the source check as well.
Which UAE authority asks for which?
| Purpose | What is usually asked for |
|---|---|
| Work permit for a skilled role | Attested educational certificate |
| Family residence visa | Attested birth and marriage certificates |
| Degree recognition (equivalency) with MoHESR | Primary source verification by DataFlow or QuadraBay, then the recognition application |
| Professional licence with a regulator | Primary source verification, often through DataFlow, plus the regulator's own list |
| Golden visa, skilled professional route | Attested degree, and the immigration authorities have also asked for a recognition certificate |
| School or university admission | Attested certificates, and an equivalency for some grades or programmes |
The exact list changes by authority and sometimes by year, so the safest guide is the written request you received. If it says "attested", it means the stamp chain. If it says "PSV", "primary source verification" or names DataFlow, it means the report. For the work permit side, see attestation for an employment visa. Doctors, nurses and other health staff have a route of their own, covered in attestation or DataFlow for a DHA licence.
Can one replace the other?
Usually not, because they are made for different readers.
- A DataFlow report does not replace attestation. It is a separate report for the authority that ordered it. It does not add a stamp to your certificate, so an office that asks for an attested degree still wants the attested degree.
- Attestation does not replace DataFlow. MOFA confirms the stamps in the chain. It does not contact your university, so a regulator that asks for primary source verification will still ask for it.
- One DataFlow report does not automatically serve every authority. Each report is opened for a named requesting entity, and another body may ask for a new application.
The one case where you may need only one is when only one is asked for. Many people with a job offer only need the attested degree. Read the request, and ask the office in writing if it is unclear.
When do you need both?
The most common case is degree recognition. MoHESR recognises foreign degrees in two stages: primary source verification by an approved partner, DataFlow or QuadraBay, then the Certificate of Recognition on its portal. Many applicants are also asked for the attested degree. The full route is on equivalency certificate in the UAE.
The golden visa skilled professional route is the other common case: the attested degree and, as the immigration authorities have asked, a recognition certificate that itself depends on verification. See attestation for the golden visa.
In what order should you do them?
When you need both, this order avoids paying twice:
- Collect the documents. Original degree, full transcripts, passport and any name change document.
- Start attestation of the degree. It usually takes the longest, because it depends on the home country ministry. For the UK and the USA, the UAE embassy and MOFA stamps now come together on the digital route. See degree certificate attestation.
- Open the DataFlow application for the authority that asked for it, using colour scans and the registrar's direct contact.
- Answer DataFlow's questions quickly. The case pauses while it waits for you or your university.
- Submit both to the authority, with the MOFA reference number and the DataFlow report.
How long and how much?
Attestation time depends on the country: with us, UK personal documents take 22 to 24 working days on the standard route from AED 985 plus VAT, USA documents about 7 weeks from AED 1,025 plus VAT, and Canadian documents 4 to 6 weeks from AED 1,900 plus VAT, all official fees included. DataFlow time depends mostly on how fast your university replies. Published DataFlow fees conflict, so rely on the amount shown at checkout. Help with a DataFlow or recognition file is quoted after you share a copy. All our prices are on attestation fees.
How we help
Send a photo of your certificate and the request you received on WhatsApp. We tell you whether it means attestation, DataFlow or both, the order to do them in, and the total price, all official fees included, before any work starts. We are a private document service: MOFA and the embassies place the stamps, DataFlow writes the report, and the authority makes the decision.
