For a DHA, DOH or MOHAP licence, your degree, licences and experience letters are checked by primary source verification through DataFlow, not by attestation stamps. Attestation is a separate chain of stamps that your employer may still need for the work permit, and that you need for a golden visa or family visa. Many doctors and nurses need both.
What is the difference between DataFlow and attestation?
They answer different questions for different offices.
| DataFlow primary source verification | Attestation | |
|---|---|---|
| What it checks | That the issuer really issued your document | That the signatures and stamps on the paper are genuine |
| How | DataFlow contacts the university, hospital or medical council directly | Home authorities, the UAE embassy, then MOFA stamp the original |
| What you send | Scanned copies and a signed authorisation | The original paper document |
| Who asks for it | The health regulator (DHA, DOH, MOHAP) | Immigration, employers, MOFA |
| What you get | A verification report linked to your licence file | An attested document with a MOFA reference |
A verification report does not replace attestation, and an attested degree does not replace the report. Our guide to Dataflow verification explains the report itself; this article is about how it fits next to attestation for healthcare staff.
Which regulator licenses you?
- Dubai Health Authority (DHA) for Dubai. Applications run through its Sheryan portal.
- Department of Health (DOH) for Abu Dhabi, formerly HAAD.
- Ministry of Health and Prevention (MOHAP) for the other emirates.
All of them work from the Unified Healthcare Professionals Qualification Requirements (PQR). The current third version was issued jointly by MOHAP, DOH, DHA and the Sharjah Health Authority. It sets the qualification and experience each profession and specialty needs, and each regulator applies it in its own area. A licence is tied to one regulator, so a move from Dubai to Abu Dhabi means a new licence process with DOH.
What does DataFlow check for healthcare staff?
DataFlow's guidance for DHA applicants lists:
- Educational qualifications, such as your MBBS, nursing degree or diploma
- Experience certificates from every employer you list
- Professional licences and registrations, current and past
- Good standing certificates from the bodies that licensed you
- Any other document the regulator asks for
DataFlow has said the process takes 20 to 30 days, or longer when there is a discrepancy or a missing document. The PQR sets how recent the good standing certificate must be; check your version before you order one.
When do doctors and nurses still need attestation?
| Situation | What usually needs attesting |
|---|---|
| Work permit for a skilled role | Your degree, attested through MOFA. See degree attestation for a UAE work visa |
| Golden visa, skilled professional route | Attested degree, with recognition where asked |
| Sponsoring a spouse or children | Marriage and birth certificates. See attestation for a family visa |
| An employer asking for verified work history | Experience letters. See experience certificate attestation |
| Leaving the UAE for a job abroad | UAE experience letters or medical documents, attested by MOFA for use abroad |
If your employer asks for an attested degree for the work permit, that depends on the role and the employer's own process. Ask HR in writing, early.
In what order should healthcare staff do things?
- Check the PQR for your profession and specialty, including minimum experience and any exam your category needs.
- Gather clear scans of your degree, transcripts, licences, good standing certificates and every experience letter.
- Open the licence application with the right regulator and complete DataFlow through it. A report made for one regulator is not automatically accepted by another.
- Start degree attestation at the same time. DataFlow works from scans, while attestation needs the original, so the two can run in parallel. Routes and prices are on degree certificate attestation.
- Sit the assessment if your category needs one.
- Receive the licence, then the employer completes the work permit and visa.
- Attest family documents if you plan to sponsor your family.
What if you move to another emirate later?
Your licence stays with the regulator that issued it. A nurse licensed by DHA who takes a job in Abu Dhabi applies to DOH, and a doctor moving to Sharjah or Ajman goes through MOHAP. Expect a new application, and possibly a new verification, because a report made for one regulator is not automatically accepted by another.
Attestation works differently. MOFA is a federal ministry, so a degree attested by MOFA is attested for the whole UAE. You do not need a second MOFA stamp because you changed emirate or employer. Keep the attested original safe and send scans when a new employer asks for it.
What usually goes wrong?
- An expired good standing certificate. Order it close to the date you apply, not months before.
- Experience letters without exact dates, or with a job title that does not match your licence. DataFlow checks them with the employer.
- A university or hospital that does not reply. Give DataFlow a direct registrar or HR contact and warn them a request is coming.
- Name differences between passport, degree and licences. Upload the marriage certificate or name change document at the start.
- Sick leave and medical reports for UAE use follow their own rules. See medical certificate attestation.
