An equivalency certificate is a UAE ministry's written decision on what a qualification from abroad counts as here. Degrees go to MoHESR, which now calls it a Certificate of Recognition; school certificates go to the Ministry of Education. Attestation proves the paper is genuine, equivalency states its level, and many people need attestation only.
What does an equivalency certificate actually say?
It is a decision, not a stamp. It names you, the qualification, the institution that awarded it, and the level it is matched to in the UAE: a bachelor's, master's or doctorate for higher education, or a UAE school grade for a school certificate.
The rules for degrees changed in 2025. MoHESR issued Ministerial Resolution No. 34 of 2025 on recognising qualifications from foreign institutions, and reported cutting the documents needed from 14 to 4. The resolution checks two things: that the qualification is authentic, and that the institution was legally established, licensed and accredited in its home country. Employers and forms still say "equivalency certificate", but the document you receive from MoHESR in 2026 is a Certificate of Recognition.
How is equivalency different from attestation?
People mix the two up because the same degree often goes through both. They answer three different questions, asked by three different bodies:
| Question | What answers it | Who does it |
|---|---|---|
| Is this paper genuine? | Attestation | Home authorities, the UAE embassy, then MOFA |
| Did the university confirm it directly? | Primary source verification | Dataflow, or another approved partner |
| What level is it in the UAE? | Equivalency (recognition) | MoHESR for degrees, MOE for school certificates |
Attestation is covered on degree certificate attestation, and the university check on Dataflow verification. Equivalency is the last of the three and cannot replace the other two.
Who usually needs an equivalency certificate?
- Golden visa applicants on the skilled professional route. The immigration authorities have asked for a degree recognition certificate together with the attested degree, with graduates of UAE universities exempt. See attestation for the golden visa.
- Students in Grade 9 and above changing curriculum. Ministry of Education guidance reported by Gulf News in July 2025, for a move from a British to an American curriculum school, says equivalency is mandatory from Grade 9 upward.
- School leavers applying to a UAE university with a certificate from a foreign or international curriculum. Universities commonly ask for MOE equivalency.
- Graduates going on to postgraduate study in the UAE with a foreign bachelor's degree.
- Some regulated jobs and government roles, where the licensing body or employer asks for recognition in writing.
Who does not need one?
This is the part most people never hear, and it can save weeks.
- Most private sector employees. For skilled roles, the work permit rules ask for an attested educational certificate. That is attestation, not equivalency. Read degree attestation for a UAE work visa for what the visa file needs.
- Children in Grades 1 to 8 changing schools. Per the same July 2025 guidance, a certified transfer certificate from the old school is enough.
- Family visa sponsors. A spouse or child visa needs attested marriage and birth certificates. Your qualifications are not part of that file.
- Healthcare professionals at the licensing stage. DHA, DOH and MOHAP check qualifications through primary source verification under their own rules, not through an equivalency certificate.
- Graduates of UAE universities applying for the golden visa, who have been exempt from the recognition requirement.
If an employer asks for "equivalency" and you are not sure they mean recognition, ask them whether an attested degree is enough. Often it is.
Does attestation come before or after equivalency?
Before, in almost every case. A foreign degree is attested in its home country and at the UAE embassy, then verified by Dataflow, and only then does MoHESR issue the recognition. For a school certificate, the Ministry of Education expects it to be attested by MOE and, where required, by the issuing country's education authority, with a legal translation if it is not in Arabic or English.
We do not repeat the full step list here: it is on our equivalency certificate service page. The school side is on MOE attestation.
What does an equivalency certificate cost in 2026?
| Item | Fee | Status |
|---|---|---|
| Degree equivalency, handled by us | From AED 985 | Total price confirmed before you pay |
| MOE school equivalency | Shown when you apply | Set by Cabinet Resolution No. 57 of 2026 |
The attestation in front of it is the larger cost. Our total price for a degree on the UK standard route starts from AED 985 plus VAT, and on the USA route from AED 1,025 plus VAT, all official fees included. Other countries are quoted after you share a copy. See attestation fees.
Three common misunderstandings
- "KHDA gives equivalency." It does not. KHDA handles Dubai private school transfer certificates through the school.
- "An apostille counts as equivalency." It does not count as either. The UAE is not a member of the Apostille Convention, so an apostilled degree still needs the UAE embassy and MOFA steps.
- "Once I have equivalency, I can drop attestation." Recognition is built on the attested, verified degree. If the attestation is missing, the file stops.
How we help
Tell us what the certificate is for: a job, a visa, a school place or a licence. We tell you whether attestation alone is enough or whether recognition is needed too, and we handle the attestation, the Dataflow file and the recognition application. Send a photo of the certificate on WhatsApp for the exact steps and the total price before any work starts.
