Yes, online and distance learning degrees can be accepted in the UAE, but two separate checks apply. Attestation confirms the certificate is genuine, exactly as for a campus degree. Recognition, the old equivalency, is decided case by case by the Ministry of Higher Education and Scientific Research (MoHESR), and the university must be accredited at home.
Attestation and recognition: which one do you need?
People often treat these as one step. They are not, and an online degree is where the difference matters most.
| Question | Attestation | Recognition (equivalency) |
|---|---|---|
| What it checks | The certificate and its stamps are genuine | The qualification counts at a set level in the UAE |
| Who does it | Home authorities, UAE embassy, MOFA | MoHESR, after Dataflow or QuadraBay verification |
| Does study mode matter? | No, the certificate is attested as issued | Yes, distance and online study face extra conditions |
| Who asks for it | Most employers and visa files | Golden visa, regulated jobs, government roles, further study |
So an online degree can be fully attested and still be refused recognition. If your employer or visa route only asks for an attested degree, the mode of study does not change the degree certificate attestation route at all.
What changed for online degrees?
The rules have moved twice in the last few years.
- Before mid 2023. The old equivalency system required physical presence in the country of study: at least 168 days for a bachelor's degree and 30 days for a master's. Distance learning credits were capped. Many fully online degrees could not be recognised.
- June 2023. The Ministry of Education announced the new University Certificates Recognition system to replace equivalency. Its announcement says the physical presence rule and the distance learning credit caps were removed, and that certificates obtained entirely through distance or e-learning are now permitted, except those related to specialised professions such as engineering, medicine and law.
- 2025. MoHESR, now responsible for higher education recognition, issued Ministerial Resolution No. 34 of 2025. Press reports from March 2025 describe conditional recognition for distance, open, online and correspondence degrees that meet criteria set by a ministerial committee, assessed one file at a time. The awarding institution must be accredited by the accreditation body in its home country, and the student must have followed the study methods the university officially approved.
The detailed committee criteria have not been published in full, so treat any online degree as a case that needs checking, not a yes or a no.
Which online degrees usually fail?
- Unaccredited providers. MoHESR is the only body that recognises foreign and online degrees in the UAE, and it has publicly withdrawn recognition from an institution's degrees, saying they would not be accepted for jobs in the country. Check the provider before you enrol, not after.
- US online degrees from the wrong kind of school. The UAE embassy accepts US educational documents only from US-based institutions accredited by a recognised regional accreditor. See USA degree attestation.
- Specialised professions. Medicine, engineering and law were left out of the 2023 easing, so online study in these fields faces the strictest review.
- Excluded certificate types. Reported exclusions include vocational certificates without formal academic study, short training certificates and programmes designed only for specific groups of students.
- Provisional certificates. Recognition is built on the final certificate and full transcripts. Wait for both before you start the chain.
- Names that do not match. If the certificate and passport differ, prepare a linking document first. See name mismatch on your certificate.
Online degree attestation and recognition, step by step
- Confirm accreditation at home. The university must be legally established and accredited in its own country. For UK degrees, check that the awarding body is a recognised university; for US degrees, a recognised regional accreditor.
- Attest the degree in its home country. Notary or solicitor where needed, foreign ministry, then the UAE embassy, which on the digital route also gives the MOFA attestation. UK standard documents start from AED 985 plus VAT and USA personal documents from AED 1,025 plus VAT through us, all official fees included.
- Primary source verification. Dataflow or QuadraBay contacts your university directly to confirm the degree. Read our Dataflow verification guide.
- Apply for recognition on the MoHESR portal.
- Give the result to your employer or visa file. The Certificate of Recognition is issued electronically.
The full recognition route is on equivalency certificate in the UAE.
What about online school certificates?
School certificates, Grade 12 and below, are a separate system. Equivalency for them stays with the Ministry of Education, and the certificate must be attested by MOE and, where required, by the issuing country's education authority. Online and virtual high school diplomas are less common in UAE files, so check with the school or MOE before you start. See MOE attestation.
Do you need recognition for a golden visa?
On the skilled professional route, the immigration authorities have asked for a degree recognition certificate together with the attested degree, with graduates of UAE universities exempt. For an online degree this makes the recognition step unavoidable. See attestation for the golden visa.
How we help
We are a private document service, not MoHESR, not MOFA and not a government office. Send a photo of your degree and the university's name on WhatsApp. We tell you if the file needs attestation only or recognition as well, which country chain applies, and the total price, all official fees included, before any work starts. Prices are on attestation fees.
