Fees and steps checked on
Kuwait certificate attestation is the chain that lets a Kuwaiti degree, transcript, experience letter or civil certificate be used in Dubai, Abu Dhabi, Sharjah and the other emirates. Kuwait has no apostille, so documents are legalised: the Ministry of Education for study documents, the Kuwaiti Ministry of Foreign Affairs, the UAE Embassy in Kuwait, then MOFA attestation in the UAE.
Price: send a copy on WhatsApp and you get the total price plus VAT, all official fees included, before any work starts. Kuwaiti ministry fees are not published in a form we have confirmed, so each file is quoted on its own. See attestation fees.
The Kuwaiti chain
This order comes from VFS Global, the provider that handles UAE attestation for Kuwaiti documents, and from the UAE Embassy in Kuwait's own guidance.
- Case-specific first step. For a degree, the university or college confirms the certificate.
- Kuwaiti Ministry of Education. Study documents are certified here before the foreign ministry will touch them.
- Kuwaiti Ministry of Foreign Affairs. The ministry legalises the stamp below it.
- UAE Embassy in Kuwait. The consular section attests the Kuwaiti foreign ministry stamp. The embassy says fees vary with the type of document and are paid by bank card.
- MOFA in the UAE. The last stamp.
Several UAE embassies in the Gulf now issue the embassy and MOFA attestation together in one digital step. We have not confirmed that the Kuwait mission does this for every document, so how your file is finished is confirmed with your quote.

Papers to send with a Kuwaiti file
- The original certificate. Copies only work where the foreign ministry has attested a true copy.
- A clear passport copy.
- A copy of your Kuwaiti civil ID, even if it has expired, because it shows the name as written in Kuwait.
- For a degree, the transcript if the university issued one.
Moving from Kuwait to the UAE
Many people find out after arriving in Dubai that their Kuwaiti degree was never attested for the UAE. You do not need to travel back. A courier takes the original to Kuwait, and the attested document returns to you. MOFA lets anyone submit the UAE application for you. If a Kuwaiti employer issued your experience letter, see experience certificate attestation for what UAE employers check.
How long a Kuwaiti file takes
Education documents take longer than civil certificates, because the Ministry of Education step comes before the foreign ministry. A marriage certificate that only needs the foreign ministry and the embassy moves faster. The final MOFA step in the UAE usually takes 1 to 3 business days by courier. Your full timeline comes with the quote.
A spouse or child with certificates from Saudi Arabia needs that country's own chain: see Saudi Arabia certificate attestation.
Where Kuwaiti files go wrong
- Skipping the Ministry of Education. A degree sent straight to the foreign ministry comes back unstamped.
- Expired civil ID. Not a reason for refusal, but names on old IDs can be spelled differently from your passport. Keep both in the file.
- Private university degrees. Recognition questions in Kuwait slow the education step. After attestation, a degree used for a skilled job in the UAE may also need an equivalency certificate.
- Laminated papers. MOFA does not attest them.
- Arabic documents. These need no translation for MOFA. An English employer may still want a legal translation.
For degrees, see degree certificate attestation and transcript attestation.
