Fees and steps checked on
HRD and MEA attestation are the two Indian stamps every document needs before it can be attested for the UAE. HRD attestation is the state government stamp on educational documents (personal documents get the state Home Department stamp instead), and MEA attestation is the Ministry of External Affairs stamp that confirms the state signature. After MEA, the UAE Embassy in New Delhi and MOFA attestation complete the chain.

The two layers in plain terms
India attests documents in layers. The state checks that its own university, board or registrar issued the document. The central government, through MEA, then checks the state officer's signature. A foreign embassy only trusts MEA, and MEA only trusts the state, which is why the order cannot change.
| Document type | State office (first stamp) | Common name |
|---|---|---|
| Degree, diploma, mark sheets | State education department | HRD attestation |
| School certificates | State education department or board | HRD attestation |
| Birth certificate | State Home Department | Home attestation |
| Marriage certificate | State Home Department | Home attestation |
| Power of attorney, affidavit | Notary, then the state or MEA as required | Notary attestation |
MEA calls the state offices Regional Authentication Centres.
HRD attestation: the education stamp
HRD attestation is the stamp most people mean when they search for state HRD attestation or HRD verification. The name comes from the old Ministry of Human Resource Development, and states still use it for the education department stamp.
How it usually runs:
- University or board verification. The state may ask the university or board to confirm the document before it stamps it.
- State education department. An officer of the state where the university or board sits authenticates the degree or certificate.
- Hand over to MEA. The HRD-stamped document is ready for MEA.
In Kerala the HRD step goes through NORKA Roots, the agency authorised by the Government of India for HRD authentication of Kerala educational documents. NORKA also handles Home Department attestation of non-educational documents.
Other states run their own counters or online portals and set their own fees, so the state step is the part of the chain that varies most.
Home Department and SDM attestation: the personal document stamp
Birth, marriage and other personal documents are authenticated by the Home Department (General Administration) of the state or union territory that issued them. MEA's own guidance on birth certificates names this office.
Some states and agents talk about SDM attestation, meaning a Sub Divisional Magistrate stamp. Where a state uses it for a given document, it plays the same role. Because MEA names the Home Department, we confirm the correct office for your state before the file moves.
MEA attestation: the central stamp
MEA attests the signature of the state officer. Points that matter for the UAE:
- Attestation, not apostille. India is in the Apostille Convention, so MEA issues apostilles for member countries. The UAE is not a member, so UAE documents need MEA attestation. See attestation vs apostille.
- No counter for individuals. MEA receives documents through authorised outsourced agencies, with the original, a photocopy and a passport copy. MEA does not attest photocopies.
- Branch secretariats. Since 1 January 2019 MEA attestation is also handled at branch secretariats and regional passport offices in 16 cities.
- No published time. MEA asks applicants to apply well in advance.
e-Sanad: online MEA attestation for some degrees
e-Sanad is MEA's online channel for educational documents. If your university or board is on e-Sanad, it verifies the document online, and MEA attests it without the paper passing through a collection agency.
For the UAE, e-Sanad covers the Indian side only. The UAE Embassy and MOFA step still needs the physical original.
Price for HRD and MEA
Every official fee and the courier are included in the total price you get before any work starts.
What happens after MEA
Once MEA has attested the document, the UAE Embassy in New Delhi attests it digitally together with MOFA. You apply on the UAE MOFA website, the original is collected in India, and the attested document is emailed, usually about 2 to 3 working days after collection. The original is returned by courier. The Embassy of India in Abu Dhabi and the Consulate in Dubai can also attest MEA-stamped degrees, birth and marriage certificates.
The full UAE routes are on the pages for Indian degree attestation, Indian marriage certificate attestation and Indian birth certificate attestation, with the overview on Indian certificate attestation.
Common HRD and MEA mistakes
- Getting the apostille by mistake. It has to be redone as attestation.
- State stamp from the wrong state. It must be the state that issued the document.
- Unauthorised middlemen. MEA warns applicants not to use touts. Use the authorised channels or a provider who files through them.
- Starting late. The state step is the slowest and least predictable part, so begin as soon as you have a job offer or visa plan.
