Fees and steps checked on
Indian degree attestation makes a bachelor's, master's or diploma from an Indian university valid in the UAE for a work permit, a professional licence, degree recognition or a golden visa. The full route is: university verification, state HRD attestation, MEA attestation, then the UAE Embassy in New Delhi, which now adds MOFA attestation in the same digital step. Nothing is left to do at a MOFA counter in Dubai or Abu Dhabi.
Price: India is quoted per document because state fees and rules differ. Send a copy on WhatsApp and you get the total price plus VAT, all official fees included, before any work starts. See attestation fees.
Who needs an Indian degree attested in the UAE
- Engineers, nurses, teachers, accountants and managers hired into skilled roles, where the work permit asks for an attested degree. See attestation for an employment visa.
- Anyone applying for a Certificate of Recognition from the Ministry of Higher Education. See equivalency certificate in the UAE.
- Professionals on the skilled golden visa route, which asks for an attested bachelor's degree.
The full UAE route for an Indian degree
- University verification. The university that issued the degree confirms it is genuine. Your state may ask for this before it gives the HRD stamp.
- State HRD attestation. The state education department, often called HRD, authenticates the degree. In Kerala this is done through NORKA Roots.
- MEA attestation. The Ministry of External Affairs attests the HRD signature. Universities on e-Sanad can send the verification online and MEA attests it without the paper going to a counter.
- UAE Embassy New Delhi and MOFA. The application is filed on the UAE MOFA website with UAE PASS, an approved provider collects the original degree, and the embassy and MOFA attest it together. The digitally attested degree is emailed and the original returns by courier.
The HRD and MEA stages, including NORKA and e-Sanad, are explained step by step in our HRD and MEA attestation guide.
Documents you need
- The original degree certificate, not laminated.

Can the Indian Embassy in the UAE attest my degree?
Only after the state HRD and MEA stamps are already on it. The Embassy of India in Abu Dhabi and the Consulate General in Dubai attest Indian degrees. Since 22 July 2026 the service runs through Indian Consular Application Centres across the emirates, booked at consularsevainuae.com.
The Indian Embassy has said UAE MOFA accepts its attestation of education certificates in place of the UAE mission step in India. An employer or licensing body may still name a specific route, so we check the request before choosing.
After attestation: recognition in the UAE
For many jobs the attested degree is enough. For degree recognition the Ministry of Higher Education also asks for primary source verification of the degree, done by an approved partner. See Dataflow verification. Start the attestation first, since recognition builds on it.
Common problems with Indian degrees
- A state stamp from the wrong state. The HRD stamp must come from the state where the university is.
- Name mismatch. If the name on the degree differs from the passport, prepare a supporting affidavit early.
- Stopping at the MEA apostille. The UAE does not accept apostilles alone.
- Laminated degree. Ask the university for a duplicate before starting.
The general rules that apply to degrees from every country are on degree certificate attestation.
