Fees and steps checked on
Libya certificate attestation makes a Libyan university degree, marriage contract or birth certificate acceptable to UAE employers, visa offices and courts. The Libyan part is clear: the issuing office, then legalisation by the Libyan Ministry of Foreign Affairs. The UAE part needs care, because MOFA lists its embassy for Libya with a Tunis address. After the embassy step comes MOFA attestation in the UAE.

The embassy question, answered honestly
On MOFA's official list of UAE missions abroad, the entry "UAE Embassy, Tripoli" shows an address in the Lake 2 district of Tunis and a Tunisian phone number. Separately, the UAE Embassy in Tunis says on its MOFA page that it attests UAE and Tunisian documents, and it does not list Libya. So a Libyan document cannot simply be dropped at the Tunis embassy's attestation desk. The working submission point for Libyan documents is something we confirm for each file before the original moves. If you were told elsewhere that the route is closed or that any embassy will do, ask for the source. Our embassy attestation page explains what this stamp does.
Steps for a Libyan document
- Issuing authority. University, Ministry of Education office, civil registry or court.
- Ministry concerned. For example the education authority for degrees; confirmed for your document.
- Libyan Ministry of Foreign Affairs. Legalises the document for use abroad.
- UAE embassy accredited to Libya. Current submission point confirmed per file.
- MOFA in the UAE. The final UAE stamp.
Documents and where they are used
| Libyan document | Language issue | UAE use |
|---|---|---|
| Bachelor's or master's degree | Usually Arabic, accepted as is | Skilled job, degree certificate attestation |
| Secondary school certificate | Arabic | UAE school or university admission |
| Marriage contract | Arabic | Spouse visa, marriage certificate attestation |
| Family booklet or birth certificate | Arabic | Child residence visa |
| Power of attorney or company papers | Arabic or English | Commercial fee at MOFA if it covers business |
Arabic is an advantage
Most Libyan documents are in Arabic, which MOFA accepts directly. That saves a translation step many other nationalities pay for. A document issued in English, such as some private university transcripts, is also fine. Documents in any other language need a certified translation.
Where Libyan files run into trouble
- Unclear issuing office. The foreign ministry legalises the signature of the official who issued the document. A recent original from the correct office is easier to legalise than an old certificate signed by someone the ministry cannot check.
- Name spelling. Arabic names transliterate many ways. The English on your visa must match the passport, not a guess.
- Copies instead of originals. MOFA asks for the original document, already attested by the issuing authority.
- Lamination. Laminated documents are refused.
If an earlier attempt was returned, our attestation rejected guide lists the usual reasons and fixes.
If you also studied, married or had a child in Egypt, the steps for those papers are on Egypt certificate attestation.
Doing it from the UAE
If you have family in Libya, they can collect a fresh document and take it through the Libyan ministries. The original then moves for the embassy step and comes back to you in Dubai, Abu Dhabi or Sharjah after MOFA.
