Fees and steps checked on
Montenegro certificate attestation is shorter than most Balkan routes. Montenegro has a resident UAE embassy in Podgorica, and that embassy offers MOFA's digital attestation for documents issued in Montenegro. Once Montenegro's Ministry of Foreign Affairs has legalised your diploma, birth certificate or marriage certificate, the embassy and MOFA attestation come back together in one digital result, valid in Dubai, Abu Dhabi and every other emirate.
Price: send a copy on WhatsApp and you get the total price plus VAT, all official fees included, before any work starts. See attestation fees.
Four stages from Montenegro to the UAE
- Prepare the document in Montenegro. Registry certificates are issued by the registry; copies and powers of attorney go to a notary. Anything not in English or Arabic gets a certified translation.
- Ministry of Foreign Affairs of Montenegro. The ministry legalises Montenegrin public documents for use abroad. This is the stamp the UAE embassy looks for.
- UAE Embassy in Podgorica, digital route. The application is filed on the MOFA website with UAE PASS, with Montenegro as the issuing country, and paid online. The original is then shown at the embassy.
- Digital result. You receive the document by email, attested by the UAE Embassy in Podgorica and by MOFA. It can be checked on MOFA's verification service with the reference number.
There is no separate trip to a MOFA office in the UAE. MOFA's customer centres are closed anyway, and its digital attestations are recognised directly.
Apostille or legalisation?
Montenegro joined the Apostille Convention in 2006, so its offices are used to issuing apostilles. That works for Europe. For the UAE, read attestation vs apostille: an apostille does not replace the ministry legalisation and UAE embassy step, because the UAE is not a Convention member.

Practical points for Montenegrin files
- The ministry step comes first. A document sent straight to Podgorica without the Montenegrin foreign ministry stamp will not be attested.
- Older Yugoslav or Serbia and Montenegro documents. If your certificate was issued before 2006, tell us when you send the copy. We check which authority can legalise it today before anything is posted.
- Name spelling. Latin and Cyrillic versions of the same name can differ. Use the spelling in your passport and send a passport copy.
- Translation. MOFA accepts Arabic, English or a legally certified translation. We also arrange legal translation in Dubai if a UAE authority wants Arabic.
If you are already in the UAE
Most of the work happens in Podgorica, but you do not have to be there. A courier or a family member takes the original to the ministry and the embassy, the digital attestation reaches you by email, and the paper original comes back by courier. Before you submit a degree certificate attestation for a work permit or a marriage certificate attestation for a family visa, ask the receiving office whether it wants the emailed digital copy, the paper original or both. Serbian documents follow a different, court-based route, set out on Serbia certificate attestation.
