Fees and steps checked on
Norway certificate attestation lets a Norwegian diploma, birth or marriage certificate, power of attorney or company document be used for a UAE visa, job or licence. The chain is short: a notary public, the Norwegian Ministry of Foreign Affairs, and then the UAE Embassy in Oslo, which issues a digital attestation through the MOFA attestation system.
Price: There is no fixed price for Norway. Send a copy on WhatsApp and you get the total price plus VAT, all official fees included, before any work starts. See attestation fees for what the total covers.
We are a private document service in Bur Dubai. We are not MOFA, an embassy or a government office. We plan the route, arrange the steps and keep you updated. Document pickup and delivery anywhere in Dubai is free.
Why not an apostille
In Norway, the County Governor (Statsforvalteren) issues apostilles. They work only in countries that have joined the Hague Convention. The UAE has not, so the Norwegian foreign ministry legalises the document instead. Its guidelines say the document is first certified by a notary public, usually the district court, then legalised by the ministry, and then certified by the embassy of the country where it will be used.
The Norwegian steps
- Issuing body. The document must carry the official stamp of the institution that issued it, often the lion stamp.
- Notary public. Usually at the district court. Copies without notary confirmation are not legalised.
- Norwegian Ministry of Foreign Affairs. Its legalisation office confirms the signature and stamp. The country of use, the UAE, must be named.
The ministry does not legalise emails or digital printouts, so the file must be a paper original or a notarised copy.
The Oslo embassy, step by step
- MOFA portal. We apply with UAE PASS, select the Kingdom of Norway as the country of issue and pay the UAE fees online.
- Courier pickup. An approved courier contacts the applicant and collects the original, normally within 24 hours.
- Digital result. An email arrives with the document digitally attested by the UAE Embassy in Oslo.
- Return. The original comes back by courier, usually 24 to 48 hours after the embassy issues it, or 48 to 72 hours in remote areas. The person receiving it shows ID and signs.
If an application is refused because a requirement is missing, the originals are returned and a new application can be made once it is fixed.
Norwegian documents and UAE uses
| Document | In Norway | UAE use |
|---|---|---|
| Vitnemål (diploma) and transcript | Institution stamp, notary, MFA | Work permit, see degree certificate attestation |
| Birth certificate (fødselsattest) | Original, notary, MFA | Child's residence visa, see birth certificate attestation |
| Marriage certificate (vigselsattest) | Original, notary, MFA | Spouse visa, see marriage certificate attestation |
| Power of attorney | Signed before a notary in Norway, then MFA | Property, banking, company |
| Company certificate (firmaattest) | Notary, MFA | Licence, bank account |
What the Oslo embassy will not accept
- Documents issued outside Norway
- Heat laminated documents
- Several documents bound into one bundle
- Commercial invoices and certificates of origin, which go through MOFA's eDAS system
Memorandums and contract clauses are attested separately, and a power of attorney with commercial content is treated as a commercial document.
Language and names
Norwegian civil records are often in Norwegian. MOFA accepts Arabic or English, or a legally certified translation. Letters such as ø, å and æ are written differently in many passports, so "Bjørn" can become "Bjorn". Send your passport copy so every translation matches it. A legal translation in Dubai can add Arabic if a UAE authority asks for it.
Documents from Sweden or Denmark follow their own chains: see Sweden certificate attestation and Denmark certificate attestation.
From the UAE
You can stay in Dubai. The MOFA application can be filed from here and anyone may apply on your behalf. The notary and ministry steps happen in Norway, so we arrange them or a relative handles them. We collect your copies anywhere in Dubai for free and return the attested original to your door.
