Fees and steps checked on
Turkey certificate attestation makes a Turkish university diploma, transcript, population register extract, marriage certificate or company paper valid for use in Dubai, Abu Dhabi and the other emirates. The Turkish document is translated by a sworn translator and notarised, certified by the Turkish Ministry of Foreign Affairs, attested by a UAE mission in Türkiye and completed with MOFA attestation in the UAE.

The Türkiye to UAE chain
- Sworn translation and notary. VFS Global, MOFA's attestation service provider, lists notarisation and translation as the first step. A sworn translator (yeminli tercüman) translates the document and a Turkish notary (noter) certifies the translation.
- Turkish Ministry of Foreign Affairs. The ministry's certification (tasdik) confirms the signature and seal of the authority before it, never the content of the document.
- UAE Embassy in Ankara or UAE Consulate General in Istanbul. The UAE mission attests the Turkish ministry stamp. We found no MOFA digital attestation page for Türkiye, so the paper route applies unless your file shows otherwise.
- MOFA UAE. The final stamp, applied for online in the UAE.
Apostille versus the UAE chain
Türkiye has been a member of the Apostille Convention since 29 September 1985, so Turkish offices hand out apostilles readily. That works for Europe, but the UAE is not a member, and an apostilled Turkish diploma arriving in Dubai is still missing the foreign ministry, UAE mission and MOFA steps. Turkish companies opening in the UAE
Turkish contractors, exporters and restaurant groups opening in Dubai or a free zone usually need the trade registry gazette, signature circular (imza sirküleri) and a board resolution attested. Each counts as a commercial document. Check company documents attestation before attesting a full set.
Already in Dubai or Abu Dhabi?
You do not need to fly to Istanbul or Ankara. Family or a contact in Türkiye can take the original to the translator and notary, or it travels by courier, and the attested original comes back to you. MOFA allows anyone to apply on your behalf for the UAE stage.

Problems that come up with Turkish files
- Turkish characters. Letters such as ç, ğ, ı, ö, ş and ü are often dropped in English spellings. The translation must match your passport exactly.
- Arabic needed later. A UAE court or ministry may want Arabic on top of the English translation. We arrange a Turkish to Arabic legal translation in Dubai at the end so nothing is translated twice.
- Apostille only. The UAE still needs the full chain.
- e-Devlet printouts. A printout from the online government portal may be refused where a wet-signed original is expected; send a copy first so we can check.
