Ukrainian degree attestation lets a bachelor, specialist or master diploma from a Ukrainian university be used in the UAE for a work permit, a medical or engineering licence, or a Ministry of Higher Education equivalency. Ukraine has many graduates in the UAE who are not Ukrainian: thousands of Indian, Arab and African students studied medicine and engineering there. The route is the same for all of them: the Ukrainian education check, consular legalisation by the Ukrainian Ministry of Foreign Affairs, a UAE mission stamp, then MOFA attestation.

Apostille or legalisation
The Ukrainian Ministry of Education and Science is the body that apostilles diplomas, supplements and school certificates. That apostille works in Hague Convention countries. The UAE is not one of them, so graduates who already have it are often surprised when MOFA refuses the diploma. For the UAE, ask for consular legalisation through the Ukrainian Ministry of Foreign Affairs, not an apostille.
The Ukrainian degree chain for the UAE
- Check the diploma. Send us a photo of the diploma, the supplement and your passport.
- Education document check. Before legalisation, the original diploma is checked on the Ukrainian education side to confirm it matches the state specimen used in the year it was issued.
- Ministry of Foreign Affairs, Department of Consular Service. The ministry gives consular legalisation.
- UAE mission. A UAE embassy or consulate attests the Ukrainian foreign ministry stamp. Which mission currently accepts Ukrainian files is confirmed with you before you pay.
- MOFA in the UAE. The final stamp that MOHRE, health authorities and the Ministry of Higher Education check.
- Translation. A Ukrainian language diploma needs a certified translation into English or Arabic for use in the UAE. See legal translation in Dubai.
Documents you need
- The original diploma, not laminated.
- The diploma supplement (dodatok) with subjects, credits and grades.
- Your passport copy, so the Latin spelling in the translation matches it.
- For doctors: the internship or residency certificate if your UAE licence file asks for it, since it is a separate document with its own chain.
Medical graduates and UAE licensing
Many Ukrainian diplomas held in the UAE are medical degrees. The UAE health licensing bodies and the Ministry of Higher Education usually ask for the diploma and the supplement, and often for primary source verification as well, which is a separate process. Common problems with Ukrainian diplomas
- Apostille only. The diploma carries the Ministry of Education apostille but no foreign ministry legalisation. For the UAE the chain has to be done again.
- Original left in Ukraine or lost. Many graduates left in a hurry. Ukrainian universities can issue a duplicate, and some universities moved city, so the duplicate may come from a new address. Send what you have and we look at the options.
- Soviet era diplomas. A USSR diploma from a university now in Ukraine follows the Ukrainian route, not the Russian one. A diploma from a Moscow university follows Russian degree attestation instead.
- Name spelling. Ukrainian names have been transliterated in different ways over the years. The translation must use the spelling in your current passport.
