Israel certificate attestation for the UAE uses a certificate most people have never heard of. Instead of an apostille, an Israeli court issues a Non-Convention Certificate for countries outside the Hague Apostille Convention, and the UAE is one of those countries. The Israeli Ministry of Foreign Affairs then authenticates that certificate, the UAE Embassy in Tel Aviv attests it, and MOFA attestation makes your degree, marriage certificate, power of attorney or company paper valid in Dubai, Abu Dhabi and the other emirates.
Price: send a copy on WhatsApp and you get the total price plus VAT, all official fees included, before any work starts. See attestation fees.
Apostille or Non-Convention Certificate?
Israeli courts issue both, and an apostille is the wrong one for the UAE: it ends the chain before the foreign ministry and the embassy.
| Apostille | Non-Convention Certificate | |
|---|---|---|
| For | Hague Convention countries | Countries outside the Convention, including the UAE |
| Issued by | Court secretariat | Court secretariat |
| Covers | Court documents, notarised signatures | Public documents issued in Israel, court documents, notarised signatures |
| Next step | None abroad | Israeli Ministry of Foreign Affairs, then the destination's mission |
For the UAE, always ask for the Non-Convention Certificate. A full explanation of the difference is on attestation vs apostille.
The Israel to UAE chain
- Notary or issuing authority. Copies, translations and powers of attorney are signed by an Israeli notary. Court rulings are issued as certified true copies.
- Court Non-Convention Certificate. An authorised signatory at the court secretariat confirms the notary's signature using the Ministry of Justice register of notaries. Courts offer this Sunday to Thursday, 8:30 to 13:30.
- Israeli Ministry of Foreign Affairs. The Public Documents Authentication Unit in the Consular Division authenticates the certificate.
- UAE Embassy in Tel Aviv. The embassy's page sends applicants to MOFA's online attestation service; once the attestation is complete and the Israeli foreign ministry stamp is on the document, delivery is arranged.
- MOFA in the UAE. The final stamp, unless the embassy step already includes it. We confirm this for your document.
Israeli documents we handle
- University degrees and transcripts for work permits and degree certificate attestation.
- Marriage and birth certificates for family visas and a child's residence visa.
- Powers of attorney signed before an Israeli notary, used for property or company matters in the UAE. See power of attorney attestation.
- Company documents such as certificates of incorporation and board resolutions, which MOFA treats as commercial documents.
- Court judgments, including divorce rulings, issued as certified copies.
Fees
Every official fee and the courier are included in the total price you get before any work starts.
Things to plan for
- Hebrew text. Israeli documents in Hebrew need translating, because MOFA needs Arabic, English or a certified translation. A notarised English translation made in Israel can enter the chain at the notary step. Arabic copies for UAE courts come from legal translation in Dubai.
- Week structure. Courts work Sunday to Thursday, and UAE offices Monday to Friday. Allow for the different weekends when timing a deadline.
- Names in Hebrew. Transliterated names often differ from passport spelling. Send a passport copy with the file.
Documents from Jordan follow a different chain, set out on Jordan certificate attestation, so if you hold papers from both countries the two routes can be planned side by side.
Already living in the UAE?
You do not need to travel to Israel. The original goes by courier or with a relative, the court, foreign ministry and embassy steps are handled there, and the attested document returns to you in the UAE.
