Latvia certificate attestation makes a Latvian diploma, civil record, notarial deed or company document valid in the UAE. The Consular Department of the Latvian Ministry of Foreign Affairs legalises it, and the UAE Embassy in Riga attests it at a booked appointment, with MOFA attestation built into the embassy's digital result. With a 2-hour option at the ministry and same-visit return at the embassy, the Riga part can move quickly once the paperwork is ready.
Price: Send a copy on WhatsApp and you get the total price plus VAT, all official fees included, before any work starts. Details on how we quote are on attestation fees.
Notary apostille or ministry legalisation
Latvia splits the two stamps between two professions. Sworn notaries issue apostilles, which work only for countries in the Hague Convention. The Consular Department of the foreign ministry legalises documents for countries outside it. The UAE is outside, so a Latvian document needs the ministry's legalisation, not a notary's apostille.
The Latvian ministry step
The Consular Department in Riga sees people by prior appointment only. It offers legalisation within 5 working days or within 2 hours. Every official fee and the courier are included in the total price you get before any work starts. Each document needs its own application form. The ministry also sets three conditions that catch people out:
- Copies and translations must be bound together and sealed.
- Laminated documents cannot be legalised.
- If the ministry has no specimen of the signing official's signature and seal, it has to request one, and that adds time.
Riga embassy, step by step
- Original document, or a notarised copy and a sworn translation bound to it.
- Latvian Ministry of Foreign Affairs, Consular Department legalisation.
- MOFA portal. We apply with UAE PASS, select the Republic of Latvia as the country of issue and pay.
- Appointment. The UAE Embassy in Riga asks applicants to book by email before visiting.
- Same-visit return. The original is handed in and returned during that appointment.
- Email. The attested document, certified by the embassy and UAE MOFA, arrives by email.

Language and Latvian name endings
Latvian documents need a certified translation into English or Arabic for MOFA. Latvian names take grammatical endings, so a surname can appear as "Bērziņš" for a man and "Bērziņa" for a woman, and the long vowels and soft consonants are often dropped in UAE systems. Match every translation to the passport. We can add a legal translation in Dubai if the UAE authority wants Arabic.
Documents from Belarus follow a different chain, set out on Belarus certificate attestation, so if you hold papers from both countries the two routes can be planned side by side.
From the UAE
You can apply from Dubai, Abu Dhabi or Sharjah, since anyone may submit the MOFA application for you. The appointments in Riga need someone present with the original, which we arrange or a relative handles.
