Moldova certificate attestation lets a Moldovan diploma, birth or marriage certificate, power of attorney or company document be used for a UAE visa, job or licence. Moldova is in the Hague Apostille Convention but the UAE is not, so a Moldovan apostille is not enough. The standard chain is legalisation by the Moldovan Ministry of Foreign Affairs and European Integration, attestation by the UAE embassy accredited to Moldova, and then MOFA attestation in the UAE.

Apostille or consular legalisation
Moldova splits the two systems between two ministries. The Ministry of Justice issues apostilles, which are valid only in Hague Convention countries. For a country outside the convention, or one with no legal assistance agreement with Moldova, the Directorate of Consular Affairs of the Ministry of Foreign Affairs and European Integration legalises the document, and the diplomatic or consular mission of the country of use legalises it after. The UAE falls in the second group.
The UAE step
The UAE has no resident embassy in Moldova. The UAE ambassador in Kyiv has been accredited to Moldova as non-resident ambassador. We have not confirmed from an official MOFA page which UAE mission currently attests Moldovan documents, or whether a digital attestation route covers them. So we check this from your copy before your original moves anywhere. If the embassy result does not already include MOFA, MOFA in the UAE adds the final stamp.
Step by step
- Issuing authority. The university, civil registry, court or other body that issued the document. Some documents need a stamp from the competent ministry first, which we confirm from your copy.
- Notary, for legal documents. A power of attorney is signed before a Moldovan notary.
- Moldovan Ministry of Foreign Affairs and European Integration. The Directorate of Consular Affairs legalises the signature and seal.
- UAE embassy accredited to Moldova. Attestation of the Moldovan legalisation, applied for on the MOFA portal where that mission uses it.
- MOFA in the UAE. The last stamp, unless the embassy result already includes it.

Common problems with Moldovan files
- Apostille instead of legalisation. A document apostilled by the Ministry of Justice for another country still needs the foreign ministry's legalisation for the UAE.
- Old Soviet era certificates. Some older civil documents may need a new extract before they can be legalised. We tell you from your copy.
- Name spelling. Moldovan names can appear in Romanian or Russian forms, such as "Ion" and "Ivan". Letters such as ș, ț and ă are often dropped in passports. Send your passport copy so the translation matches it.
- Lamination. UAE missions do not attest laminated documents.
MOFA accepts Arabic or English, or a legally certified translation. A legal translation in Dubai can add Arabic if a UAE authority asks.
